Malibu Parks Public Access Enhancement Plan/Public Works Plan

The Santa Monica Mountains Conservancy (SMMC) and Mountains Recreation and Conservation Authority (MRCA) developed the Malibu Parks Public Access Enhancement Plan/Public Works Plan (PWP) to serve as a comprehensive planning and facilities plan to implement regional recreation improvements and enhance public access to 1,700 acres of parklands within the Malibu/Santa Monica Mountains coastal area.

Ms. Winecki assisted with preparing an initial environmental and policy constraints analysis for the PWP, and then concept plans for the location and design of low-cost overnight camping areas, an integrated trail network connecting five major parklands within the plan area, and a variety of associated support facilities. In preparation of the PWP, Ms. Winecki also assisted with developing the PWP’s coastal resource protection policies, development standards, design criteria and maintenance guidelines, preparing a companion Local Coastal Program Amendment for the City of Malibu, coordinating with technical experts and facilitating the PWP’s environmental review process, and representing the PWP at public outreach workshops and public hearings. The City of Malibu Local Coastal Program Amendment was approved by the Coastal Commission in June 2009, and the PWP was subsequently approved by the Coastal Commission in October 2010.
